You'll get the Teleport Rune, after you complete the quest with the beggar in the main city in Hamlet.
The beggar will ask you two times for bread because he is hungry.
The first time just go up. In the direction of the graveyard on the left side is the baker who sells warm bread. Take one and give it to the beggar.
The second time the baker was robbed by goblins. You'll find the goblins when you walk past the graveyard (closed door can be opened with a key hidden in the big statue) through the upper area of the highlands. Pass the bridge and after that follow the road until the next fork, go left and down the rock. Defeat all the goblins at the camp and take the stolen bread. Give the bread back to the baker in town and you'll get the warm bread for the beggar.
The beggar will then give you a broken teleport stone which will teleport you to The Winding Glade the next time you'll use a Teleportation Anchor after mastering Igni. There you just need to destroy the stone left to the house and solve the "riddle" to get the Teleport Rune.
